NDRC Minimum Wage Standard

This afternoon, the NDRC said in its briefing on the opinions on deepening the reform of the economic system in 2010, we should speed up the reform of the income distribution system and raise the income of labourers.

Lian Qihua, deputy director of the Department of physical reform, told NetEase finance that raising workers' income should raise the minimum wage standard for enterprises, and it is a performance pay system for public institutions.

At present, the reform plan of income distribution is still being studied urgently.


In May 31st, the Chinese government website published the notice of the State Council's approval to the development and Reform Commission on deepening the reform of the economic system in 2010.


At the meeting, Lian Qihua introduced the four focal points of reform in this year and in the future.

First, pay more attention to adjusting the economic structure.

This is decisive for speeding up the pformation of the mode of economic development. It is also the fundamental way to enhance the overall quality of the national economy and win the initiative in international economic competition in the post crisis era.

We should focus on promoting the reform of the prices of resource products and environmental protection fees, further rationalize the resource price formation mechanism, promote the adjustment and optimization of the input structure, accelerate the reform of the income distribution system, promote the growth of urban and rural residents' income, coordinate the growth of labor remuneration and economic growth, coordinate the reform of urban and rural areas, and accelerate the establishment of an institutional mechanism conducive to the overall planning of urban and rural development.


Two, we should pay more attention to stimulating the vitality of market players.

Efforts should be made to eliminate institutional and institutional barriers that restrict the expansion of social needs, and further play a fundamental role in the allocation of resources in the market.

On the one hand, we should focus on expanding the market space for non-public sector of the economy by eliminating the institutional obstacles that restrict private investment, promoting the withdrawal of state-owned capital from the general competitive areas and improving the supporting policies for small and medium-sized enterprises. On the other hand, we should deepen the reform of state-owned enterprises and monopoly industries, further introduce the competition mechanism, and speed up the establishment of incentive and restraint mechanisms for state-owned enterprises and monopoly industries to meet the requirements of the market economy.


Three, we should pay more attention to ensuring and improving people's livelihood.

We should speed up the improvement of the urban and rural social security system, comprehensively promote the reform of the medical and health system, introduce and implement the outline of the national medium and long term educational reform and development plan, deepen the reform of the cultural and technological system, actively and steadily promote the reform of public institutions, and gradually promote the formation of a public service supply system with fair access and diversified participation.


Four, we should pay more attention to improving the level of opening up.

We must comprehensively grasp the new situation and new requirements of China's economic development and opening up, accelerate the pformation of the development mode of foreign trade, adhere to the combination of "bringing in" and "going out", expand the breadth and depth of opening up, and create favorable conditions for overcoming the impact of the international financial crisis and accelerating the pformation of the mode of economic development.
