In October 20th, the State Administration of mass supervision and administration and the National Standardization Management Committee held a news conference in Yiwu, Zhejiang, and approved the issuance of the national standard for online monitoring of e-commerce products quality, which was drafted by the Zhejiang e-commerce promotion association. Yiwu, as the "small commodity capital of the world", has achieved remarkable results in the field of standardization in recent years. This is followed by the approval of the State Council in December 13, 2016 as the first national province of the national standardized comprehensive reform pilot program in China. The national standard of e-commerce has special significance in December 13, 2016.


Chen Hongjun, deputy director of the standard technology management division of the State Administration of market supervision, said that the national standard issued in addition to the field of e-commerce is also related to many fields such as industrial manufacturing, environmental protection, social services, electronic information, household services, agricultural safety, and so on. It covers not only the national standards of many consumer goods, but also the economic and social development and the daily life of the people.


Zhou Lijun, Professor of economics and Management College of Metrology University of China, introduces the national standard of "online monitoring standard for e-commerce product quality", which specifies the main activities and requirements of online monitoring of tangible product quality in e-commerce transactions, as well as the requirements for supporting and supporting the implementation of online monitoring of product quality. This standard helps standardize the online monitoring related activities of e-commerce product quality, and provides technical support for the risk early warning and control of e-commerce product quality, so as to effectively protect consumers' rights and interests.


The national standard is set up jointly by the Zhejiang e-commerce promotion association and the Hangzhou Standardization Research Institute, the metrology University of China, the Hangzhou national e-commerce transaction quality monitoring and disposal center, the Hangzhou standard chemical society, the Zhejiang Fangyuan inspection group Limited by Share Ltd, Foshan Shunde product quality promotion association, the China Standardization Research Institute, the Shenzhen Graduate School of Tsinghua University, the Chongqing quality and Standardization Research Institute and other units. The main drafters include Tong Jun, Li Xiudi, Zhang Jianfang, Liu Songguo, Zhou Lijun, Li Nanyang, Chen Hongbo, Chen Fu Di and so on. They will be implemented in January next year.


In recent years, China's e-commerce continues to develop rapidly, and the trading products become more and more abundant. In 2018, the scale of electronic transactions in China was as high as 31 trillion and 630 billion yuan, of which the proportion of tangible products accounted for more than 50%. At the same time, the quality of e-commerce transaction products also occurred frequently. Because of the great differences between e-commerce products and traditional product quality management, e-commerce product quality management has been widely concerned by all sectors of the society, and has become an important area affecting the development of high quality in China.


At present, China has initially established a new quality supervision mechanism for e-commerce products based on "online search, source tracing, territorial investigation and integrity management", and has done a lot of beneficial practices in the quality inspection of e-commerce products. These have laid a good foundation for the standardization of e-commerce product quality supervision and other related work. Professor Zhou Lijun believes that the quality of e-commerce transaction products is influenced by many related parties and factors, and its supervision needs social participation and co governance.


Professor Zhou Lijun said that the standard is mainly aimed at how to discover the hidden dangers of online trading products in a timely manner, and how to systematically collect, process and evaluate product quality risk information, how to sample, examine and analyze comprehensively, form product quality monitoring data, and how to establish scientific and effective product quality risk management and control processes and methods.


It is reported that the Zhejiang e-commerce promotion association, one of the drafting units of the national standard, is the first provincial e-commerce Standardization Committee under the guidance of the Zhejiang Provincial Department of Commerce. In August 2015, the Zhejiang Provincial Electronic Commerce Standardization Technical Committee (hereinafter referred to as "bid Technical Committee") was formally approved by the Provincial Quality Supervision Bureau. This is the first provincial-level Standardization Committee for e-commerce. Members and advisers are from industrial organizations, research institutions, universities, electronic business platforms (enterprises) and other units. The research focuses on e-commerce, standardization and other fields. The bid Technical Committee has provided support and assistance in undertaking the local standard revision, guiding enterprises to participate in standardization work, and has played a positive role.


Under the guidance of the Zhejiang Provincial Department of Commerce, 26 provincial local (Group) standards have been promulgated. Among them, 19 provinces and local standards, 7 Industry Alliance Group standards, ranking first in the country. The two item is included in the national standard: the "cross border e-commerce Industrial Park Service Standard" has been approved by the national standard, and the online monitoring standard for e-commerce product quality has been approved by the National Standardization Management Committee. The Alibaba group led biometric certification international standard project was successfully established at the ITU-T (International Telecommunication Union) StudyGroup 17 (Security Research Group) plenary meeting held in Geneva, Switzerland.


The "national online monitoring standard for e-commerce product quality" national standard applies to the quality supervision of the tangible products of network transactions by the relevant regulatory departments and the third party testing organizations, and is applicable to the quality monitoring of all kinds of e-commerce platform operators on their sales products. However, the quality monitoring of invisible products in e-commerce transactions is not applicable. Prof Zhou Lijun stressed that the key to the formulation of standards is implementation.


In terms of standard training and implementation, Zhejiang has done a lot of work, and has launched the 5 phase of electronic commerce reviewer training, which has reserved talents for the standardization work of our province's e-commerce industry. At present, there are 482 judges in the province. To carry out the grading evaluation of e-commerce enterprises and industrial bases, there are now 23 e-commerce enterprises above 4A level and 20 e-commerce industrial bases above 4A level. According to the list of 323 e-commerce sites published by the Provincial Department of Commerce in 2017, the base rating has reached 98%, accounting for about 80%.


The implementation of the "standardization strategy of Zhejiang province major pilot project electronic commerce standardization pilot project". It mainly develops the whole process standard system of e-commerce, standard construction of key areas of e-commerce, standard system of Internet Finance and key standard construction. The actual number of new standards (lead development and e-commerce enterprises involved in the formulation) is 44, 35 more than the plan 9. It includes participating in the 5 international standard setting, participating in the formulation of 27 national standards, completing 6 items of participation in the formulation of industry standards, revising 1 local standards, completing 5 sets of standards and completing a cross border e-commerce report. The major pilot projects passed the assessment and acceptance in advance in November 2018, and continuous improvement was completed in April 2019.
